I recommend this as a decent package for anyone who wants to start out to learn the tin whistle. It contains a standard 'D' tin whistle (the most common key for Irish music), a small instruction book and a CD. The book covers the basics and contains some fairly easy tunes to get you started, tunes such as Danny Boy, Amazing Grace, Silent night, Marie's Wedding, Fainne Geal An Lae (Dawning of the Day), Cockles & Muscles etc. Music notation basics are covered and whistle tab notation is also included on all the tunes. Basic ornamentation is also covered. The CD contains a few exercises and all the tunes from the book apart from the last two. It won't exactly have you at the level of pumping out jigs and reels but a beginner will need to start with something more basic first anyway. There are some jigs at the end but unfortunately they are the two tunes that are not on the CD. But there is a good hornpipe tune that's fun to play.
